After the death of the incumbent then Deputy Minister for Communications and Technology, Mr John Setuni Achuliwor, Kofi Adda became a Member of Parliament (MP) for Navrongo in 2003, he won a by-election in the constituency.

In 2004, Kofi Adda was re-elected to the NPP’s seat and appointed Minister of Manpower Development and Employment under the administration of John Agyekum Kufour.

After a reshuffle, Kofi Adda was assigned to the Energy Ministry as a Minister, however he was eventually replaced by Felix Owusu Adjapong.
