My Decision On Minority’s Motion To Revoke The Budget Approval Conclusive – Joseph Osei-Owusu

Joseph Osei-Owusu, the First Deputy Speaker of Parliament, argues that his decision to turn aside the Minority’s request for the passage of the 2022 budget on Tuesday, November 30, 2021, was obvious and decisive.

His words came after Minority Leader Haruna Iddrisu made some remarks in Parliament on Tuesday, December 7, 2021, implying that he [the Speaker] did not give a clear command on the Minority’s motion for a rescission of the approved 2022 budget on December 1, 2021.

“We know that we must always refer to the constitution and standing orders, so I had a problem with your directive because, as far as I was concerned, I moved a motion, which was seconded by the Honourable Mahama Ayariga when the debate ended.” Your job is to just ask us a question after the discussion is over.”

“More crucially, this house’s decision is not based on a fictitious majority.” It is about members who are present and available to vote. As a result, I’m having trouble following your instructions.”

As a result, he urged the Speaker to clarify his prior order “so we can know what steps to follow.”

“Whether or not the Minority believes I was not entitled to rule is another matter,” the First Deputy Speaker responded. My argument is that I was victorious. Because my ruling was interrupted, it appears that I did not make it. However, my decision was finalized, and the records are accessible to verify it.”

The Minority Leader responded by saying he will report the First Deputy Speaker’s behavior “because he cannot operate the standing orders at his whims and caprices.”
