The person with disability (PWD) in kwabre East Municipal Assembly have been complaining Against the kwabre east municipal Assembly Disability fund poor disability fund disbursement procedures and poor adherence to disability common fund disbursements guidelines since February 2018.
Some officials in the Assembly have denied the allegations and refused to respond to the PWD’s petition made on 1st March ,2018. However, the kwabre east Municipal Assembly Disability common fund Management committee report on disability common fund disbursement in 2018 has Attested to the fact that the PWD’s complaint Against the Assembly’s disability common fund poor disbursement is genuine.
The Kwabre east municipal Assembly disability fund Management Committee stated in their 2018 report that, the Assembly received a total amount of
*TWO HUNDRED AND TWENTY FIVE THOUSAND THREE HUNDRED AND FORTY EIGHT GHANA CEDIS AND SEVENTY FIVE PESEWAS* ( *225,348.75*) For the 4th quarter, 2016 1st to 4th quarter, 2017 and 1st and 2nd quarter 2018 for the PWD’S in the municipality.
The *M.C.E* stated that, they disbursed a total amount of *(224,967.54)*.
However, According to the committee report, the actual breakdown expenditure in June, 2018 was *(110040.90)* and the actual breakdown expenditure in December 2018 was *(99,392.44)* This indicates that, the actual total amount disbursed in 2018 was *(209,433.34)*.
This means that, the variance of *(15,534.2)* Has not been accounted for.
The committee reports also stated that , the actual amount paid for 13 students school fees in june ,2018 disbursement was *(7,542.3)* and the actual amount paid in cheques for 17 students school fees in the December 2018 disbursement was *(7,864.44)*.
This shows that the actual amount paid for the for schools in 2018 disbursement was *(15,406.74)* but the kwabre east MCE stated in his session address on 29th April 2019 that *(17,228.44)* was paid for school fees in 2018.
Over 34 PWD’s applied for neduicald support but only 4 applications were considered. A total amount of *(5,550)* was given in cash to support for PWD’S for medicals.
Meanwhile serious cases which need medical attention were Neglected.
Per committee report , some of the beneficiaries who received support did not apply ; some are unknown and cannot be traced .
Majority of registered PWD’S who Applied are unknown and cannot be traced.
Majority of the registered PWD’s who applied are complaining that they have not received any support from the disability common fund yet in the municipality
